Job Description
As Healthcare becomes more complex, there is a growing need to understand and interpret large data sets to provide insight and support for people to make the best informed decisions.
The BI, Insight and Analytics team is at the forefront of this. You will work with your colleagues to drive our analytical capabilities to supporting population health management as well as performance and demand reporting to all business areas.
The Senior Data Scientist will support the organisation to be intelligence led based on quality analytics to enable effective health and care planning, resource allocation and decision making. The role will lead on various analyses, predictive data analytics and modelling, to provide evidencefor strategic and operational decisions supporting the Norfolk & Waveney ICB and wider ICS in shaping healthcare.
Priorities include improving system flow and integration, ensuring the right service is in the right place at the right time for people and making the best use of resources to improve outcomes and reduce the impact of inequalities.
The post holder will have a deep technical understanding of advanced analytical and statistical methods together with an in-depth knowledge of visualisation methods and techniques. They will have good working knowledge of relevant analytical and data extraction/processing tools including, but not limited to, SQL, R, Python and Power BI.
We are looking for a data scientist with skills in R/ Python, Power BI, agile and collaborative working. A team player who can learn from and teach others, working as part of the BI, Insight and Analytics team.
The post holder will:
- Contribute to the design, production, and maintenance of reports and data science products as code, including but not limited to reproducible analytical pipelines
- Work with ICS customers and others in the team to identify and structure the problems they need to address, to iteratively produce analytical outputs to meet the requirements
- Proactively learn and share new data science methods and ideas to ensure that the team can work across a range of our projects, the post holder will be fully supported to learn throughout your time in the team
- Interpret and explain analysis to both analysts and non-analysts within the ICS. This will include writing reports as well as presenting the results, confidently conveying key findings, uncertainty, risks and opportunities
- Write and deliver training internally as well as where appropriate externally
- Work to produce quality output, including clean, readable code, and documentation, and promote and disseminate the work of the team accordingly
- Be a team player, sharing skills and knowledge, contributing to skills development, and learning from others in the wider data science community
You will be working in a small centralised team supporting the Integrated care Board (ICB) but with close collaboration with all our Health and social care partners across Norfolk and Suffolk. You will report in to the Senior Health Intelligence Lead.
The work is varied, dynamic and interesting, with an excellent team environment. The team now largely work from home with occasional requirements to attend the office, but agile working is available. There are flexible working opportunities.
Key responsibilities for the role will include:
- Being the expert in the field of data science and be called upon to provide authoritative advice and guidance on a wide range of analytical problems and techniques
- Working with large, linked datasets drawn from health, community, social care
- Applying research, statistical, epidemiological, analytical and modelling methods to complex problems
- Extracting useful information from data and develop relevant reproducible analysis and visualisations to inform insight and tell stories
- Writing code in a variety of languages, including Python and/or R and developing the programming skills of others
- Leading the framing of health-related questions for the Norfolk and Waveney population that can be answered with data science and analytical methods. For example, the identification of inequalities across the system, modelling and forecasting of the impact of new care models
- Leading the design and analysis, and the development of models, systems, tools and outputs to support insight and action
- Leading analysis to support each stage of the Population Health Management cycle
- Leading analysis used for developing long term strategic plans for the Norfolk and Waveney system
- Working to develop and maintain relationships with academia, NHS analytical community, OHID and other national and regional teams to ensure the organization is making full use of developments in the fields of data science
- Identifying and creating the opportunities, conditions and space for the team and partners to implement innovative developments in analytical tools, methods and techniques to address business, technical, data and information challenges
- Monitoring professional standards for the team, ensuring performance and competency frameworks are aligned to Norfolk and Waveney business needs.
